Dear Esteemed reporters and editors:

Below is an important press release on emails from Japan attacking Korean American leaders and elected Maryland officials who supported the passage of a proclamation recognizing comfort women issues and stating no tolerance for human trafficking and crimes against humanity.  In making this opposition, the emails also disparaged Korea and U.S. military and alleged no such incident ever occurred during World War II.  Attached also is a gazette article on this matter and copies of some sample emails from Japan.

Press Release




     Subsequent to the Montgomery County Council's April 23 passage of a proclamation against human trafficking and commemorating courage of "Comfort Women", victims of human trafficking perpetrated by the Japanese Military during World War II, the Council and news media were flooded with numerous emails  from Japan condeming the proclamation and attacking Councilwoman Valerie Ervin, Delegate Susan Lee and Korean American leaders.  Certain authors of the email alleged that this sordid incident in history never occurred and the comfort women were well-paid prostitutes.  They also disparaged U.S. military and Korea as involving the same sort of soldid activities as Japanese Imperior Military during World War II.    





Christin Choi, President of Washington Coalition of Comfort Women said, "over 200,000 comfort women were not prostitutes, but were young girls between the age of 12 to 19 from Korea, Philipine, China and Netherland, who were forced into sexual slavery by Japan's Imperior Armed Forces during the second World War."  


Delegate Susan Lee added, "there are many witnesses and survivors who have attested to such atrocities that occurred during World War II and today, like those days in World War II, the average age of the victims of human trafficking is also between 9 and 18."  





Councilwoman Valerie Ervin stated, "the County Council proclamation was intended to be a statement that we do not condone or tolerate crimes against humanity under any circumstances.  The proclamation was similar to a resolution that Congress passed in 2007, sponsored by Rep. Michael Honda (D-CA) with 167 cosponsors, and resolutions passed in California, New York, and New Jersey.  The County Council proclamation also recognized proposals offered in the Maryland General Assembly this year, including two bills introduced by Delegate Susan Lee to combat human trafficking. Unfortunately,  human trafficking and forced sexual slavery are still alive and well throughout the world, including in Maryland. The need for continual vigilance against human trafficking was the central point of our proclamation."  This year, the Maryland General Assembly passed two human trafficking bills, the first one to ban defendants from asserting the defense of mistake of a minor's age and the second one to allow law enforcement to seize the ill begotten proceeds in a human trafficking case to assist the victims.  





Linda Han, President of the Korean American Assoc. of the Washington Metropolitan Area, added, "I commend Councilwoman Valerie Ervin and Delegate Susan Lee for their courage and work in bringining to the forefront the issue of comfort women and to pass laws to fight against human trafficking."

I hope this email finds you well.

We have learned the Montgomery County Council passed “the Proclamation commemorating World War II ‘Comfort Women’ and Efforts to Combat Human Trafficking” on April 23rd, 2013.

I am an ordinary Japanese citizen and am writing to express objection against the Proclamation.  The stereotyped propagated statement is a malicious attach against Japan.  American government has nothing to do with the controversial issue on ”Korean Comfort Women” between Japan-ROK.  Such false allegations to the Japanese government in the proclamation are based on groundless history and that only reveals your own ignorance.

If you really intend to prevent human trafficking in our time, you should focus to ROK well known as a sex industry country in the world.

I would like to request here the Montgomery County Council to show 1; objective evidence which this proclamation is defined basing on , 2; the detailed plan what you demand to the Japanese government to take action as prevention of human trafficking.

We will have rights to demand you an apology for bringing disgrace on Japan if you would not be able to provide specific and objective evidence proven.



I doubt if you and Councilmen did really have enough knowledge or interestedness on the true history between Japan and ROK.  So please let me furnish below with some materials for credible information.



Korean American activists are aggravating international harassment, "Discount Japan" campaign to propagate "ILL" image on Japan.  Forcing guilty feeling, they attempt to extract concessions from Japan on extra money, territory, and so on.  They are trying to take advantage of becoming victims.



The testimony of ex-comfort women is in many case either self-contradictory, demonstrably false or clearly exaggerated beyond belief.  There was no sufficient evidence to verify those testimonies.  Some former women have testified that most of the women were willing participants in prostitution (clearly such testimonies were not highlighted by activists.)



"Comfort women" were just "well-paid prostitutes in the battlefield" for Japanese soldiers during the wartime, not such sex slaves.  The researches made by the Japanese government and specialists have proved that those women were not abducted by Japanese military.  They were regularly recruited by Korean brothel owners.  Comfort women system was legal commercial activity, and you can see many recruiting ads on Newspaper for those days.



It was not only Japan which introduced the same system.  The ROK Army and the U.S. Forces introduced the system during the Korean war and the Vietnam war.  Sex-trafficked women can be seen in prostitution establishment for the U.S. troops in South Korea still now.  Singling out Japan/Japanese for sex in battlefield is DISCRIMINATION when many soldiers from many nations bought comfort women.

Despite your intention for prevention of the human trafficking, most of Japanese feel it malicious attach against Japan.  we regret to express our deep disappointment with the proclamation which is stereotyped propaganda statement.

that you acted on the story which was not based on the data through any official research by your government but written based on fabrication. Such a proclamation based on groundless history is worth nothing and that only reveals your own ignorance.

We understand that human trafficking issue existed during the war time as a social problem. Not only in Japan but also in places in Asia where women worked as comfort women for army because their family owed due to the poverty. During the Korean War or the Vietnamese War, many of such women existed as well.

Base on those false allegation to Japanese government in the proclamation, we understand that the monuments built in Nassau County, New York and in Bergen County, New Jersey engraved the phrase “more than 200,000 women and girls who were abducted for the use of sexual slavery by the armed forces of the government of Japan 1930’s – 1945 known as ‘Comfort Women”. This is NOT true. According to the research and data that Japanese government did, any evidences of the Japanese military’s involvement of abduction of those comfort women were not found.



If “the acquisition of young women estimated to be more than 200,000 for sole purpose of sexual slavery to the Imperial Armed Forces” and “the comfort women system is one of the largest cases of human trafficking in the 20th century” is a fair fact, you as councilmen have an obligation to present reliable primary source which will fully convince the world.

Japan has been a law-abiding and democratic country. We place high values on the importance of historical facts as well as U.S.-Japan relationship.

If the U.S.-Japan alliance is the cornerstone of peace, security, and stability in the Asia-Pacific region as Obama administration claims, these anti-Japan propaganda activities by our neighboring countries based on the fiction would do nothing but deteriorate the relationship among U.S. and Japan. Such movements not only risk the relationship among our younger generations but also alter the situation to the advantage of North Korea and China where democracy does not apply.

We will keep raising our voice that we won’t tolerate this kind of propaganda to insult Japan and dishonor our ancestors. To protest, Japanese citizens submitted two petitions to the White House, each with more than 30 thousand signatures, as follows:

We know that good American citizen cherish and endorse fairness, justice, and act based on the truth as well as being courageous. We surely hope that you as councilmen for the people of Montgomery County will make a truthful, fair, and objective judgment on this issue.
